The
PGC is completely void of any knowledge of animals that are born in
captivity, therefore we feel that the PGC should NOT have ANY
authority to regulate them. It is questionable to many PA residents,
as to why the PGC has any authority at all with regard to animals
that are born in captivity. It is a fact that the PGC has harassed
many innocent and law abiding citizens and it is also a fact that
the PGC has confiscated many animals - many of which have died
needlessly due to the PGC's lack of knowledge or simply its quest
for more power. This is a pathetic situation indeed and living,
breathing, beautiful creatures are suffering because of it.
The sad reality is that the PGC is just too blind to see that this
makes it worse for disease potentials. When handing down their laws
and making it impossible to own these animals, they neglect to
realize one important factor and that is: like anything else bought
and obtained illegally, these animals will not be able to get the
proper medical care and attention they may need since their
ownership has been driven underground. People will still own these
animals whether they are legal or illegal. For the safety of humans
and animals alike, captive-born exotics need to regulate ownership
realistically - not ban these animals. People need to ignore the
common PGC argument that these animals transmit diseases. Cats and
dogs can transmit diseases but with proper regulation and care,
there is less chance of serious outbreaks. To date, there are few
confirmed or documented cases of transmitted diseases in captive
born animals and these are usually traced to international
transportation - we're talking about animals born and bred here.
Again, the PGC has NO experience with exotic animals so they
automatically equate any/all possible problems to those that they
encounter with animals in the wild. They cannot understand the
animals that are born in captivity and receive regular veterinary
care CANNOT pose the same threats as animals born in the wild.
The PGC has too much control over animals and people, including
dogs and cats. They have a reputation for harassing people from
other states which has prompted many of them, especially those
traveling with animals to bypass Pennsylvania altogether.
The PGC would NOT understand this, because
all PGC employees are NOT allowed to own any type of captive born animals.
PGC has confiscated and killed many innocent Captive born animals, not
to mention the harassment to their owners.
Their harassment is NOT only to animals owners. The PGC has also harassed many of the PA hunters .
PGC seems to go after the easy
target..
The people that should really be prosecuted, such as poachers, slob
hunters that shoot dogs or live stock etc.,
are too much trouble for the PGC to go after....
This is because it is more profitable to go after the people who are not
law breakers. One of the reasons for this is people who own
exotics and responsible hunters generally own their property, pay their
taxes, have bank accounts and are generally accountable for their
actions. These people are unfortunate, because of their assets, easy
targets for the thugs from PGC.
Poachers, slob hunters (hunters that
shoot domestic animals and
live
stock)
and other criminal types generally do not have assets that are
attractive to the PGC, therefore they concentrate on the easiest money,
right or wrong.
The Game Officers are too busy worrying about the innocent exotic animals
and minor offense of hunters.. The PGC spends a lot of their time in
court or ducking subpoenas ..

The following are three
important sections of the PA Game Commissions regulations..
Title 34 - 102.Definations
Wild Animals - All mammals other than domestic animals
are defined in 1 Pa. C.S. 1991.
(THIS SAYS THAT ANY MAMMAL NOT DEFINED AS A DOMESTIC ANIMAL IS A
WILD ANIMAL)
Title 1- 1991 Definitions
Domestic Animals - Any equine animal, bovine animal,
sheep, goat and pig.
(THIS SAYS THAT ANY ANIMAL THAT IS NOT A HORSE (EQUINE ANIMAL),
COW, BULL OR STEER(BOVINE ANIMAL), SHEEP, GOAT, OR PIG IS NOT A DOMESTIC
ANIMAL AND THEREFORE, BY title 34-102 , IS A "WILD ANIMAL".
this WOULD
INCLUDE EVEN DOGS AND CATS!!
Title 34-Chapter 1 - 322. Powers and duties of Commission.
(b) General powers and duties.--The Commission has the power
and duty to take all actions necessary
for administration
and enforcement of this title.
(C) Specific powers and duties-In order to administrate
and enforce this title, the commission through
proper action
shall: "Add to or change the classification of any wild bird or
wild animal."
(THIS SAYS THAT THE PGC CAN, AT ANY WHIM, DECLARE ANY ANIMAL,
EXCEPT A HORSE, COW, BULL, STEER, SHEEP, GOAT OR PIG TO BE AN ILLEGAL
PET AND ENFORCE THE SO-CALLED LAW ACCORDINGLY..
THIS IS A POTENTIAL THREAT TO ALL PET OWNERS, EVEN DOG AND CAT OWNERS.)
What does all the above mean?
All pets, other than horses, cows, bulls, steers,
sheep, goats or pigs, in the entire state of Pa are at risk of being
confiscated and murdered and their owners are at risk of receiving
citations and fines, depending on the daily
(or maybe even hourly) whims of the PGC.
In additions to that, the latest word is that the PGC is now talking
about pulling people from out of state over if they have pets in their
cars and if they deem those pets to be illegal, confiscating the pets
and citing them for the purpose of collecting fines, even if the pets
are perfectly legal in the states they live in..
