Id asked my vet about that and although risk with captive foxes is probably lower, apparently it can be spread airborne - so if a fox is in an enclosure outdoors and an infected canid comes by and even breathes/coughs near the fox, the fox in the enclosure could be infected.

Zoya definitely likes her enclosure. She adjusted really quickly.

In my first post in this thread i recommended welded wire with the 1" gaps. It can be overlapped on existing fencing (like chain link) for extra security.
