Chasing-tail permits

Does anyone know exactly what permits someone like chasing-tail has? The permit situation is all still very confusing to me, and I haven't found really good sources that outline legal issues in regards to exotics. Best I've managed to do is ask around as to who has what and why.

Does anyone know what it takes permit wise to own cormorants (any species) for educational/commercial purposes? I have seen them at rehab facilities and zoos before, but am unsure if an individual may obtain them. I live in TX. Thanks!

Central Texas is absolutely gorgeous. Despite the difficulty of obtaining any fox species here, so many other exotics can be reasonably obtained. I'm curious which zoo this is. I think it might be one an hour away from me. Will have to look into it.
