Yes the white pupils(black part) is cataracts. The red is from the diabetic retinopathy. The diabetes makes the blood vessels get blocked so new ones grow and block vision and they leak causing blood in the eye so the red pupils. If it were cataracts it would be cloudy pupils. If the cataracts were enough to make her blind, they would be obvious.
