I haven't done it but citronella is supposed to be easy to grow but freezing kills them so you would have to plant annually or have them in pots and bring them in during the winter.

You would need a prohibited species permit from ODFW. It's not easy to get since it's for potentially invasive species.

Rheumatoid Arthritis can start young because it's an autoimmune issue rather than wear and tear so it could be that also.
