Muntjac deer are small, and I dont think you could be hurt badly by one in rut lol. They are smaller than some dogs. I think many exotic hoofed animals do have some type of rut. Unless you plan on breeding, all females would work out great.

I think that laws should be based on weight and potential danger an animal posseses. A skunk is potentialy more dangerous than a sugarglider for instance. 0-25 lbs no regulation of small exotics. However you must provide proof of ownership, veterinary care, ect if a law or animal control officer has...
