I'm assuming you're younger. You don't have to stay in CA forever. Maybe someday you can move to another state and get a fox then. There will be foxes being bred then and legal in other states.

After reviewing my mass collection of videos on two screens and comparing size differences of most in relation to the furniture and owner, I'm convinced the size difference between a red and fennec is subjective. I'd think a single room would be more than enough for the fox to stay in when not supervised. Unless you had absolutely nothing in any of those rooms, besides metal furniture and toys that can't be chewed apart in all of those free-roam rooms. At first the body shape looked lion-esque, but the tail definitely is not! I'd say it looks like a tiger.
