USDA would not be involved in a hybrid breeding program unless it fits the domestic cat requirements(like selling to pet stores or over so many cats) because you would not be selling the wild cats but domestic hybrids instead.

If they were USDI then you could not breed for hybrids but I don't see them on that list.

fishing cats are found in the wild here in pakistan and pet shops sell them for about 300 to 400 dollars.
