mallards are exempt from the permit as long as marked, even selling. Actually my hatchery mallards arent marked at all. Guess they forgot to snip the toes!

how would anyone really find out either way?
doubtful someone would come in and check one's ducks :shrug:
if they would, how would they catch them to look?

especially the owner has a pond

how about to private owner to private owner?
I use to go to an auction in ohio and there was always ducks there,
but, I never noticed any alterations to them. :shrug:
of course, never knew to look either.

If it was at an exotic auction then the auction place as well as the seller probably have waterfowl sale and dispersal permits if they aren't domestic. As i just resently read and understand it, anybody can go by wild waterfowl from a permited person and keep the birds without a license. However, if that person were to ever get rid of that bird be it sale trade or free exchange that person needs to get the permit. Also, if officials were to look at your birds you are suppose to have proof that they came from a permited seller. This is if they are wild not domestic mallards or other wild waterfowl. If they are domestic dewclaws must be removed to mark them as being domestic.
