For my goats they get a really high quality orchard grass hay, and then it is suplemented with dry COB (corn oats and barley). You usualy only feed cob to whethers as it doesnt have enough protien for bucks. Whethers need less protien. They also get plenty of garden veggies and fruit on the ocassion.
