People kept arguing that red and gray/arctic are legal in NY long as you claim it's for an agricultural purpose. So I wrote to get confirmation of what I could already tell from reading the law. To be considered Agricultural you must be USDA or have a permit from the agricultural department. You can not get one without any permit or license, so there is no loophole that lets you have them as pets. I have updated the NY state post with the email info from the official. You have to get a permit or be USDA. There is no pet permit. You can not have one with no permit or license and claim it's agricultural.

Please do not get an animal just because someone on the web says it's legal, even if that happens to be me, even if they live in that state. Check the laws and call or write for yourself or you could get an illegal animal and have it confiscated.
