In Pennsylvania, it's illegal to let dogs roam free or leave them outside tied up 24/7. Can't imagine any/most of them are licensed or have vaccines either. Can't say I have a lot of respect for people who allow that to happen. There are enough strays out there, they should at least get them fixed if they're going to let them roam.

Reservations are sovereign and not governed by state laws(despite being located there it is not really part of the state). Only feds can go on reservations and need good reason, loose dogs not being one of those good reasons. It's also a much different and mostly poverty stricken Coulter as well.
