Summary of Law: It is unlawful to own or possess a large carnivore for personal possession. A large carnivore is defined as a lion, tiger or bear. It is unlawful to possess 6 or more bobcat, coyote, deer, gray fox, red fox, opossum, quail, rabbit, raccoon and squirrel. If a person wishes to possess other animals not originally from the state and not listed above then the person must show upon request verification that the animal was legally acquired in the previous state. USDA licensed people are among the exemptions in §20-19-503

002.00.1-09.02. Possession of Non-Native Wildlife in Captivity Restricted
(A) It is unlawful to possess captive non-native wildlife not excepted under Code 09.01, unless the possessor can produce written documentation that such wildlife was legally obtained and has been certified by an accredited veterinarian to be free of diseases and parasites that may pose an adverse risk to native wildlife.
An import permit from the commission is also needed.

notes: no permit needed; one time $25 "importation permit" to bring in a red or gray fox from out of state. Arkansas also allows you to catch a fox in the wild to keep as a pet (section 15.41 A). Also, limit of 6 foxes per household.

02-98 It shall be unlawful to take or attempt to take by any method other than by hands and possess alive any wildlife species other than six (6) each of the animals specified herein, and the sale, purchase, barter, or transporting of such animals from the state or the progeny thereof is prohibited.
(A) Bobcat, coyote, deer, gray fox, red fox, opossum, quail, rabbit, raccoon and squirrel. (B) Any native non-game wildlife excluding birds, bats, alligator snapping turtles, ornate box turtles, hellbenders, troglodytic (cave-dwelling) species or those animals defined as endangered species.
EXCEPTION: Wildlife exchanged with other states by the Commission.
