Is, is this something I should be worried about? Will she get addicted? Is she gonna experience withdrawl?

You should be worried about death. Nicotine poisoning kills animals. It doesn't take much since foxes are small. She should be at a vet where they can induce vomiting and monitor her.

as an update they told me to keep an eye on her for 24 hours and she's doing fine. I got her a new toy to play with, which she quickly decapitated. Hopefully it will give her something else to munch on

Glad to hear she's okay. Maybe she mostly chewed them up and didn't really ingest that much. It can only take about 2 cigarettes to be potentially fatal for a 10 pound animal, though it can vary some based on how much nicotine is actually in them.
